EXPRESSION OF INTEREST

 

Nepal Housing Reconstruction Project

 

I.          Government of India (GoI) has committed to provide assistance to Government of Nepal (GoN) for reconstruction of 50,000 housing units in Nuwakot and Gorkha Districts of Nepal. GON has adopted owner driven housing reconstruction. Embassy of India in Kathmandu therefore invites Expression of Interest (EOI) from eligible organizations, as per the eligibility criteria detailed below, to be considered for engagement as the Project Consultant to provide consultancy services for overall implementation of the project, including socio-technical expertise.

 

II.         Scope of Work

 

a.    The selected Project Consultant would be directly responsible for providing information, education and communication (IEC) to beneficiaries regarding disaster resistance housing and other aspects of reconstruction.

 

b.    To this end, the selected project Consultant would undertake all the processes, inter alia required for implementation of an owner-driven model of social/public housing such as community and resource mobilization, technical guidance of housing design and construction as stipulated by the Government of Nepal, facilitating certification of stage completion and physical progress, monitoring of financial progress, technical skills training of construction workers including masons through disaster resistant prototypes and of beneficiaries etc.

 

c.    The selected project consultant shall work in close coordination with Embassy of India, National Reconstruction Authority (NRA) and respective Ministries at Central Level and DLPIU's of respective district at local level to ensure smooth functioning of housing grant.

 

III.        Eligibility Criteria

 

a.    Indian / Nepalese / India-Nepal Joint Venture (JV), UN Bodies / International Organizations with previous experience and proven expertise of providing consultancy services for social/ public construction projects.

 

b.    A strong track-record in implementing social / public housing projects under the owner-driven model, especially in disaster-prone / disaster-affected areas.

 

c.    Demonstrable local domain knowledge of Nepal, especially of the indicated project implementation areas.

 

d.    Documentary proof of having adequate human and financial resources to efficiently implement the project.

 

IV.     Submission of EOI

                                                                                                                                          

Eligible and interested organizations are requested to submit their EOI in a sealed envelope superscribed “Nepal Housing Reconstruction Project - Reconstruction of 50,000 Housing Units in Nuwakot and Gorkha Districts” comprising the following:

 

a.    Brief profile of the organization including its constitution, ownership, governance and organizational structures, main activities, names and qualifications of its key managerial and technical personnel etc;

 

b.    Audited financial statement of past three financial years or a copy of its published annual report providing relevant financial information of past three financial years;

 

c.    List of similar projects undertaken in past seven years including project name, location, size, scope, value and duration with owner/client’s completion certificate.

 

d.    Any other documentary proof demonstrating the organization meeting the eligibility criteria listed in Section III above.

 

The EOI may be submitted to Counsellor & Head of Reconstruction Wing, Embassy of India, 336, Kapurdhara Marg, Kathmandu latest by 1500 hours on Tuesday 31 January 2017.

 

V.        Evaluation of EOI

 

a.    Evaluation of EOI received from eligible organizations would be based on an assessment of their past track record of successfully implementing similar projects; experience of working in Nepal or other similar disaster-prone/disaster-affected areas; availability of suitably qualified technical human resources; and overall financial and organizational strength.

 

b.    Suitable organizations would accordingly be shortlisted for an invitation to the pre-bid conference and issuing of detailed Request for Proposal (RFP). Embassy of India, Kathmandu reserves the right to issue the RFP only to shortlisted organizations after evaluation of their EOI.
